Prof. Henry Indraguna Pushes for Strict Oversight and Effective Governance of Mineral-Coal Resource Targets
RRI.CO.ID, Jakarta - Legal expert, Prof. Henry Indraguna supports efforts to improve mining governance as mandated by the Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia. The Minister is committed to targeting Rp 134 trillion in non-tax state revenue (PNBP) from the mineral and coal sector in 2026.
The target is higher than the Rp 124.7 trillion targeted in 2025, despite cuts in coal and nickel production in the 2026 Work Plan and Budget (RKAB). Minister Bahlil mentioned that the price increases for several key commodities, including tin, nickel, and gold, are key factors believed to support the achievement of this target.
"In addition to being influenced by rising prices for key commodities, the target for non-tax revenue (PNBP) from minerals and coal is also expected to be achieved along with improved supervision and governance of mining in the country," Bahlil stated.
The Minister further affirmed that the Ministry of Energy and Mineral Resources (ESDM) has planned to foster its internal foundations through improved governance and supervision. By tightening oversight of mining operations, Bahlil believes his policies are key to maintaining optimal state revenue in 2026.
In an official statement received by RRI VOI on Sunday, 25 January 2026, Prof. Henry Indraguna has also conveyed that the implementation of integrated oversight and good mining governance aligns with the mandate of Law Number 3 of 2020, the Mineral and Coal Law. In addition, good mining governance is also closely related to the Decree of the Minister of Energy and Mineral Resources Number 1827 of 2018 concerning guidelines for the implementation of good mining engineering principles.
"Integrated oversight and good mining governance are crucial to ensure that mining processes can proceed in accordance with the principles of sustainability and efficiency. Compliance with applicable regulations and support for law enforcement to ensure legal certainty are also crucial. This is crucial because legal certainty is the primary foundation for investment," Prof. Henry stated to the media in Jakarta recently.
He conveyed Minister Bahlil's policies also aim to ensure that the benefits of natural resources can be enjoyed sustainably by all levels of Indonesian society. The Professor and Professor at Sultan Agung Islamic University, Semarang also stated that good mining governance is expected to support justice for the Indonesian people.
He said this aims to improve the welfare of the nation's people by prioritizing a sustainable and sustainable environment. Professor Henry stated that the reform measures taken by the Directorate General of Minerals and Coal are crucial for improving good governance in maintaining a balance between resource utilization and conservation.
"There is no civilization without the use of mining. However, don't forget that poorly managed mining can also destroy civilization. Therefore, improving mining governance is a necessity towards a better civilization," Prof. Henry conveyed.
According to him, legal certainty is the main foundation for investment. Consequently, it is also necessary to foster synergy between law enforcement officials (APH) and the Directorate General of Minerals and Coal to eradicate illegal practices through a dual approach: retributive for large corporations and restorative for small communities economically dependent on mining products.
Meanwhile, in response to these challenges, the Director General of Mineral and Coal at the Ministry of Energy and Mineral Resources, Tri Winarno, has taken concrete steps through more adaptive and efficient governance reforms.
One of his strategic policies is adjusting the Work Plan and Budget (RKAB) approval cycle from three years to one year, as stipulated in Ministerial Regulation of ESDM Number 17 of 2025.
