China unveils energy-saving plan to cap coal use, speed up coal consumption peak

China's state planner and four other government departments jointly rolled out a broad energy-saving action plan aimed at curbing unreasonable growth in energy consumption and accelerating a peak in coal use.

The plan, released on November 4, sets a target of cutting energy consumption per unit of GDP by more than 10% by 2030 from 2025 levels, according to the National Development and Reform Commission (NDRC) and the other departments.

It follows an April document by two ministries on higher-quality energy conservation and carbon reduction, and marks a shift in China's energy consumption control from aggregate caps toward tighter scrutiny at the source.

Under the plan, energy conservation will be given priority in the country's carbon peaking and carbon neutrality work, with a focus on curbing the blind launch of high-energy and high-emission projects and addressing insufficient energy-saving retrofits.

New, modified or expanded high-energy and high-emission industrial projects will be required to implement carbon emission replacement on an equal or reduced basis. New or expanded coal-consuming projects in key air pollution control regions will be subject to equal or reduced coal substitution.

The plan also calls for promoting clean alternatives to coal-fired boilers and industrial kilns, and phasing out all coal-fired boilers of 10 tonnes of steam per hour or less. It targets the retirement of outdated, low-efficiency coal-fired units and boilers, and the orderly phase-out of inefficient coal-fired facilities in agricultural, commercial and residential use.

In key sectors including steel, nonferrous metals, petrochemicals, chemicals and building materials, the plan calls for sector-specific energy-saving and carbon-reduction retrofits. By 2030, energy consumption per unit of value-added in industrial enterprises above designated size is targeted to fall more than 10% from 2025, with energy savings of more than 150 million tonnes of standard coal to be achieved through retrofits in key industries.

The plan also seeks to improve laws and standards, including revisions to the Energy Conservation Law, the Circular Economy Promotion Law and regulations on energy conservation in public institutions, and to strengthen energy efficiency labeling and metering of energy and carbon emissions.

For the coal sector, the plan reinforces a goal set out in March by Yuan Da, secretary-general of the NDRC, who said China would push coal consumption to peak during the 15th "Five-Year Plan" period (2026-2030). The target was also written into the recommendations for the 15th "Five-Year Plan".

China's coal consumption is expected to peak around 2027 and then enter a plateau, with coal use in the power and chemical sectors continuing to grow while consumption in steel, building materials and residential use edges lower.

The plan is therefore likely to have an impact on both the supply and demand sides of the coal market.

On supply, construction of green mines is expected to accelerate and environmental constraints on mining to tighten significantly, with possible specific requirements on recovery rates, processing recovery rates and comprehensive utilization rates. Requirements for the utilization of low-grade coal, residual resources, coal gangue, mine water, coalbed methane and associated minerals are also likely to rise.

For mine operations, higher requirements on green power use and on water consumption in washing, the ecological environment of mining areas, coal storage sites and energy saving in transport may be introduced.

On demand, both the total volume and intensity of coal consumption will face stricter supervision. The plan's curbs on unreasonable energy consumption growth and its carbon replacement requirements for new high-energy projects will directly restrain new coal demand from power, steel and chemical downstream users.

The plan also seeks to accelerate substitution of coal. As clean energy use expands, substitution is no longer confined to the power sector: steel is shifting from carbon metallurgy to hydrogen metallurgy, cement is cutting coal use mainly through fuel substitution and efficiency gains, and coal chemicals are moving from a single fuel role toward a combined fuel-and-feedstock model centered on green inputs.

Overall, the plan's core impact on the coal industry is to accelerate a peak in coal consumption and push the sector toward green transition, curbing demand in the short term while forcing upgrades over the longer term.

For the market, the direct compression of unreasonable low-efficiency energy demand is expected to sharply narrow the room for extreme supply-demand mismatches, with coal prices set to trade in a narrower range and no longer swing wildly.
